C-10 Research and Education Foundation (C-10) is a 501(c)(3) nonprofit organization that works to protect public health and the natural environment in the coastal New Hampshire and Massachusetts communities surrounding NextEra's Seabrook Station nuclear power plant. 


We do this by operating a real-time radiological monitoring network, tracking and speaking out on safety and security concerns at the plant, and serving as a trusted source of information for legislators, our members, and the public. Every day, we hold Seabrook Station and federal regulators accountable for providing the highest level of safety to ensure our region's livability. 


Our support comes from a variety of funding sources, including the Commonwealth of Massachusetts, grants, and private donations from our community. Nuclear power plants like Seabrook Station must pay taxes that fund radiation monitoring activities, and the Massachusetts Department of Public Health has used some of those funds to contract C-10 since 1992 to provide real-time radiation monitoring of the air in our local communities.

Sarah Abramson
Executive Director
Sarah Abramson is Executive Director of C-10 Research and Education Foundation, which since 1991 has been monitoring radiation and advocating for public health and safety in the 10-mile emergency planning zone around Seabrook Station. Since joining C-10 in June 2022 Sarah has faced the task of quelling public concern following the false evacuation alarm at Seabrook Station, she authored a regulatory petition and later testified to support it before the Nuclear Regulatory Commission related to concerns with Seabrook Station’s concrete, and more recently sat as an invited panelist before the Commissioners of the NRC providing insights as a public stakeholder. Sarah has prior experience working with state and federal government agencies from her work in the aviation industry. Sarah’s leadership of C-10 is done under the ethos of science-based assessments, increasing public access and awareness, and holding decision makers accountable for prioritizing public safety above all else. Sarah studied Environmental Science and Policy at Purdue University. In her free time, she volunteers with animal welfare organizations and enjoys staying active outdoors. Sarah lives in Seacoast New Hampshire with her husband, young son, and kitten. Sarah can be reached at sarah@c-10.org. 
Mike Mansir
Network Administrator 
Mike is the Network Administrator for the Citizen’s Radiological Monitoring Network operated by C-10. Mike’s technical background as a software engineer and tradesman makes him invaluable in running the network, which operates on proprietary software with a central station and field sites within Seabrook Station's Emergency Planning Zone. Mike ensures minimal system downtime by continuously monitoring the uploading of real-time data and overseeing the installation and maintenance of field equipment. He is always innovating and finding ways to stretch our resources while ensuring the integrity of our data. You can reach Mike at mike@c-10.org.

Meghan Kazanovicz
Program and Operations Coordinator
Meghan joined C-10 in October 2024, as our Program and Operations Coordinator. Before C-10, she worked at several startup companies, in business areas ranging from biotech to digital advertising. With substantial experience in operational process set-up and partnership management, she works on outreach initiatives and operations planning to support C-10's mission. Meghan studied biology and chemistry during undergrad, and also attended business school. She lives in Massachusetts with her husband and son, and loves spending time outdoors - especially hiking and skiing in New Hampshire. Meghan can be reached at meghan@c-10.org
